Charity should not replace Justice
A Nation of perfect charity, a nation of moral people, a nation of justice has no need of any welfare system at all. Where people take care of their own handicapped, where people care for their own elderly, where people look after their own families orphans, etc., there is no need of a government welfare system. Nonetheless I anticipate some problems especially in the vast amount of poor and uneducated people who will want to come to this country. Some system is always necessary.
Starting from the fact that it is better to give seeds and knowledge to grow corn than it is to give corn and it is better to give people the means to take care of themselves than it is to take care of them, we must have some system to guarantee that no one falls through the system without social justice.
The system that I recommend is very well explained in the constitution and this system has been tested for many years in Hong Kong where there is no street people, no poverty, no starving children, and no elderly without respect. In spite of this, at the time I was there, the entire government system operated on a 6% flat tax.
The secrete is that people should never prefer welfare to working. If welfare is better than working, all freeloaders will find a way to be on welfare. The other thing that must be noticed in not only government welfare systems but also in private charities is the amount of money that is used up in administration. When this is all but eliminated, costs are very low.
The best and cheapest administrators of these things are the priests and nuns of the Catholic Church.
